Invitation For Bids of the SCCP

The Socialist Republic of Vietnam has received a loan from the ADB and a grant from the Government of Australia towards the cost of construction of the Greater Mekong Subregion Southern Coastal Corridor Project and it intends to apply part of the proceeds of this loan and grant to payments under the Contract for:     CW1/1,   CW7/2,    CW7/3,   CW7/4.

2. The My Thuan Project Management Unit (The Employer) now invites sealed bids from eligible and qualified bidders for construction of the above described contracts.

3. International competitive bidding (ICB) will be conducted in accordance with ADB’s Single-Stage Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries as defined in the Bidding Documents.

4. Full qualification requirements for each contract are included in Section 3 of the respective Bidding Document.

5. Interested eligible bidders may obtain further information from Mr Duong Tuan Minh, General Director of PMU My Thuan and inspect the Bidding Documents at the address given below from 10:00 hours to 16:00 hours (Vietnam standard time) on any working day from 7 May 2010. Bidders are strongly advised to visit the site and to assess the actual site conditions before submitting their bid.

6. Bidders may bid for one or more contracts. A separate bid shall be required to be submitted for each Contract. Bidders wishing to offer a discount in case they are awarded more than one contract will be allowed to do so provided this discount is included in their Letter of Price Bid. The capacity of bidders to be awarded more than one contract will be assessed on the combined qualification requirements of the concerned contracts.

7. A complete set of Bidding Documents in English for each contract may be purchased by

interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee in cash of bank draft as follows:

– Contract CW1/1: VND 2 million

– Contract CW7/2: VND 5 million

– Contract CW7/3: VND 5 million

– Contract CW7/4: VND 5 million

8. The Bidding Documents may also be sent by courier for an additional fee of VND 5 million for each set of Bidding Documents. The Employer shall promptly dispatch the documents by courier but under no circumstances will it be held responsible for late delivery or loss of documents so couriered.

9. Bids must be delivered to the address below at or before 9 am on 22 June 2010. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 9:30 am on 22 June 2010.

10. All bids shall be accompanied by a bid security of the minimum amount shown below in Vietnam Dong.

– Contract CW7/3: VND 10.760.000.000 or USD 566.600

– Contract CW7/4: VND 11.166.000.000 or USD 588.000

11. Bids shall be valid for a period of 180 (one hundred eighty) calendar days after bid opening.

12. When comparing Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

13. The Employer will not be responsible for any cost or expense incurred in the preparation and delivery of bids.
