A.    EVALUATION METHODOLOGY AND CRITERIA

1. Overview Evaluation of each Technical Proposal shall be carried out in compliance with 2 steps as follows:

– Step 1: In the preliminary evaluation step, each submitted Technical Proposal shall be examined for its eligibility and conformity with the stipulations in Request for Proposals (RFP) .

 

– Step2:   In detailed evaluation step, each Technical Proposal shall be evaluated bas ed on the following evaluation criteria ;

The Consultant must gain a minimum of 75 points for his technical p roposal and the p oints obtained for each criterion (from No. 1 to 3) must be 50% of the total points assigned .

 

Evaluation results shall be rank ed from the highest to lowest. The evaluation results shall be submitted to Korea Eximbank for approval. The highest-ranked Consultant shall be invited to enter into financial negotiation. In the case that the Parties are unable to reach an agreement on financial issues, the Employer shall invite the next highest ranked Consultant to enter into financial negotiation , until a satisfactory contract is obtained.

 

2. Preliminary Examination (Step 1)

Each submitted Technical Proposal shall be examined for its eligibility and conformity with the stipulations in the RFP as follows;

1.  Each of the above criterion shall be classified “Pass” or “Fail”.

2.  A technical proposal shall be disqualified if any one of the above criteria is classified “Fail”.

 

3. Evaluation Criteria and Weighting System (Step 2)

Each technical proposal shall be evaluated as follows;

1.      The Consultant must gain minimum 75 points for his Technical Proposal and the points for each of the above evaluation criterion from I to III must be at least 50 % .

2.      The Consultant with the highest points shall be ranked first.

3.      Experience of the Consultants composing Joint Operations/Associations shall be evaluated separately and added according to their respective share-holding ratio.

 

B .   DETAILED EVALUATION ON TECHNICAL PROPOSAL

1.  Experience of the Consultant (15 points)

Experience should be evaluated only on the following types of work: construction supervision consulting services of similar projects implemented (major highway/bridge projects) during last 10 years from the bid closing date
