1. Introduction of the Project:

Ben Luc – Hiep PhuocRoute is a section under the Ring Road Project No.4 of Ho Chi Minh City (HCMC) and it locates on the HCMC and LongAnhProvince.

This is a project that connects quickly industrial zone and Hiep Phuoc port complex with provinces of Mekong River Delta across HCM –Trung Luong Expressway.

– Start point: intersects with Ho Chi Minh – Trung Luong Expressway in Ben Luc town, Long An Province.

– End point: in the Hiep Phuoc Industrial zone, Ho Chi Minh city (end point of the North-South Axis of Ho Chi Minh city).

– Total length: 34,7 km.

– It is proposed to invest in accordance with urban expressway standards.

– Division of investment period: The first stage: 15m is constructed on one side (4 lanes).

2. Construction location: 05km in HCMC, and 29,7km in Long An Province.

3. Total investment cost: it is estimated about 422 million USD, in there:

– Civil works : 293 million USD

– Consultant, Management, other cost : 44 million USD

– Land acquisition : 47 million USD

– Contingency : 38 million USD

4. Preparation of the documents and requirements of Technical Assistance (TA):

– Preparation of the documents:

+ At present, the local consultant -TEDIS is preparing the investment report for the Ring Road Project 4 including Ben Luc – Hiep Phuoc Section.

+ We are selecting the Consultant to carry out the Feasibility Study Report by local funds.

– Requirements of contents of TA: Review.

5. Interest of sponsors to the project and form of investment:

– This project is a section under the Ring Road Project 4 that will be financed the TA by ADB;

– Form of investment: mobilize funds according to forms of PPP.

6. The proposed schedule:

– The Feasibility Study preparation: 2010 by the local funds.

– Technical Assistance: 2011.
